BEIJING—With more than 200 million migrants expected to move into China’s cities over the coming decades, China should develop a “market mechanism” to reallocate farmland for urban use, said Jin-Yong Cai, the head of the World Bank’s private-sector arm.
The World Bank is putting together a detailed plan on urbanization, along with a Chinese state think tank, the Development Research Center, to be released in December, which is expected to tackle the volatile issue of land ownership in China. Throughout the country, farmers complain that local urban officials seize their land for a pittance and sell it to developers at huge mark-ups. At times, such complaints have sparked riots by dissatisfied farmers.
