China is embroiled in intense territorial spats with Vietnam and the Philippines over competing claims in the South China Sea, and tensions continue to simmer between China and Japan over disputed islands in the East China Sea. Against that backdrop, on Thursday two top Chinese officials, President Xi Jinping and the military’s chief of staff, Gen. Fang Fenghui, presented starkly different views of their country’s foreign policy.
Mr. Xi’s address to an audience in Beijing at the Chinese People’s Association for Friendship With Foreign Countries might best be summed up in the words immortalized by Kevin Bacon in the 1978 movie “Animal House”: “Remain calm, all is well!”
“The Chinese people have always been peace-loving, and have always pursued and passed on the firm belief in peace, amity and harmony,” Mr. Xi said, in remarks carried on the Chinese Defense Ministry’s website.
