China Struggles to Implement Relaxed Policy on Family Size

Months after China said it planned to ease its controversial one-child policy, health officials are struggling to implement changes to the country’s population controls.


China Health Minister Li Bin said on Thursday at a health briefing that many couples are facing red tape with the new policy, which allows married couples to have two children if one spouse is an only child.


Ms. Lin said China’s National Health and Family Planning Commission is working to streamline procedures and resolve a problem that has emerged at hospitals, which require a certificate to prove that a person is an only child. A national certification system doesn’t yet exist, but Ms. Li said her agency is researching the best solution and will aim to create a digital database of patient information.
